Construction of a liner system: the base and slopes of the site are cleared of large soil particles, after which the waterproofing layer is installed to ensure the facility is watertight.

The material ensuring complete watertightness of the facility is HDPE Geomembrane Type 1 — a smooth polymer sheet for waterproofing. The geomembrane has a zero absorption coefficient and is 100% waterproof. The material is resistant to petroleum products, ultraviolet radiation, corrosion, decay and low temperatures.
