Industrial parks can preserve industry during the sanctions period, says Yegor Vasilyev, head of the Committee on Economic and Tax Policy of the Legislative Assembly of Krasnoyarsk Krai.
On 6 March 2022, Committee Chair Yegor Vasilyev, Deputy Chair Andrey Metсler, and deputies Alexander Novikov, Yury Zakharinsky and Maksim Markert inspected the production facilities of ZAO «Techpolymer», where the Divnogorsk Industrial Park was established in 2020. The director of «TECHPOLYMER», Andrey Putivsky, said that the company had been developing geosynthetic materials in Russia for around 20 years. It is currently the park’s anchor resident.
Eight companies operate at the park’s sites. Polymer products manufactured here include road surfacing slabs, roofing, reinforced road fabric and waterproofing membranes. Joint use of the facilities is beneficial for the companies because they share infrastructure and laboratories. This significantly reduces costs.
Alexander Novikov noted that the industrial park has a major impact on the local labour market: «This is a dynamically developing enterprise employing 670 people; by number of employees, it is probably the largest enterprise in Divnogorsk. We want the site to develop and new residents to appear here, because many city residents currently have to travel to Krasnoyarsk for work every day».
The topic of industrial parks as a market-based instrument for regional development was actively discussed at last year’s Krasnoyarsk Economic Forum. A set of support measures is in place at the federal level. As reported by Tatyana Bocharova, head of the agency for the development of small and medium-sized businesses, these include compensation for the costs of creating and developing infrastructure and servicing loans.
There are quite a few potential sites for creating industrial parks in the region. As of today, «Divny Industrial Park», and «Krasny Yar» have been established. By resolution of the Government of the Russian Federation, the Krasnoyarsk Technological Valley special economic zone for industrial production has been created.
Committee Chair Yegor Vasilyev assessed the role of the parks under current conditions: «Industrial parks provide an opportunity to revive high-value-added manufacturing at sites that have remained since the Soviet period. This is very important because it is clear that links in technology chains connected with imports will now be disrupted. Today we saw that these chains can be replaced; «TECHPOLYMER» has been doing this for 20 years. The Divnogorsk site is unique because everything here, from raw materials to the end consumer, is fully localised in Russia. We see a cluster here where eight companies and five more, so to speak, “at the input stage”, can operate in a coordinated manner and generate profit. The state now needs to work on manually forming orders for neighbouring enterprises, which may have to stop without such orders. Industrial parks are the best mechanism for this».
