Russian Government: Accelerate the Development of Integrated MSW Management Facilities

The Government of the Russian Federation has issued Order No. 649-r dated 20 March 2025, aimed at accelerating the development of integrated municipal solid waste (MSW) management facilities with a capacity of nearly 5 million tonnes per year. This initiative, implemented under the federal project "Circular Economy" of the national project "Environmental Well-Being", will help 19 regions, including Krasnodar Krai, achieve 100% sorting of generated MSW and limit landfill disposal to no more than 50% by 2030.

Krasnodar Krai is actively integrating environmental initiatives. One of the key projects in the region is the reconstruction of the MSW landfill in Belorechensky District, including the construction of a food waste composting line and wastewater treatment facilities.

The following works are currently being carried out as part of the landfill reconstruction:

  • installation of geotextile «TechPolymer» for screening the landfill slope;
  • assembly and installation of the components of a compost turner, a specialised self-propelled machine that will move over the compost windrows and mix the material to produce engineered soil;
  • installation of a drainage system made of polymer trays.

The final stage of the work will be obtaining the documentation required to commission the facility. This will allow all systems to be launched, full-scale integrated waste processing to begin, and the key targets of government programmes to be achieved.
