Implementation of the “Clean Country” project is under special government control.
Since its launch, 58 unauthorised landfills with a total area of more than 500 ha have been eliminated. The quality of life of more than 10 million people has improved.
In 2022, 19 landfills with a total area of more than 140 ha were remediated in 14 regions, helping to improve environmental conditions for 2.5 million people. The government allocated more than 4 billion rubles for these purposes.
In 2023, a further 53 landfills are scheduled for elimination. The budget provides 22.7 billion rubles for this work.
By the end of 2024, 191 landfills and 88 other sites of accumulated environmental damage are to be remediated. After remediation, the restored areas will be integrated into the urban environment.
Victoria Abramchenko spoke about additional measures that reduce the time required to complete the work and minimise the costs of implementing the federal “Clean Country” project:
- A database of optimal technological solutions has been created based on landfill characteristics.
- The time required for inspections by Rosprirodnadzor and Glavgosekspertiza has been reduced.
- A requirement has been introduced for the acceptance of completed work results to include a mandatory conclusion from Rosprirodnadzor at all stages of remediation, with the involvement of laboratory analysis and technical measurement centres.
Work is also underway to eliminate hazardous sites:
- Since the project began, 74 of the most hazardous sites have been eliminated.
- All planned targets were achieved in 2022.
- In 2023, a further 4 sites will be eliminated, including completion of the remediation of the Yadrovo landfill, covering more than 30 ha in the Moscow Region.
- 6.8 billion rubles has been allocated for this work in the current year.
